Flossmoor Board approves 1% grocery tax to start Jan. 1 

The Flossmoor Village Board on June 16 approved a 1% local grocery tax effective Jan. 1, 2026. This local tax is a response to the repeal of the state’s 1% statewide grocery tax effective Jan. 1.  

State law HB3144, which eliminates the state grocery tax gave local governments the choice to implement their own local tax on groceries. 

According to a memo to the board, the statewide grocery tax brought in about $21,000 to Flossmoor in 2024. 

The new local tax will not change a customer’s price on groceries but will simply replace the current state tax. 

Village Finance Director Ann Novoa spoke on the budget impact and took questions from the board. 

“The Illinois Municipal League did a lot of work to allow local municipalities to pass this ordinance in order to stop any interruption in revenue,” Novoa said. “So, passing this ordinance tonight would basically make everything stay status quo.” 

Mayor Michelle Nelson asked for clarification that the replacement tax will not change and customer’s bill and that there will be no interruption in the way village taxes flow. 

Village Manager Bridget Wachtel confirmed customer prices will be unchanged and said the department of revenue will continue to collect on the village’s behalf and distribute to municipalities.
