Flossmoor sanitary sewer rehab sees $599K in additional costs after more point repairs identified

Sewer work is begetting more sewer work in Flossmoor, after new repair needs were discovered since the last time the pipes were inspected several years ago.

The village board voted unanimously on Monday, Oct. 17, to approve a change order on a contract with Benchmark Construction that increases the original cost of $1.28 million by $599,000 for the Phase 4 Sanitary Sewer Rehabilitation Project that is underway.

“It’s quite a bit of an increase,” Public Works Director John Brunke said.

Twelve sewer point repairs already have been completed, according to Brunke. But in televising and cleaning to prepare for sewer lining, Benchmark identified 38 additional sewer point repairs needed, he explained. There are also manhole frames that must be replaced to seal the new lids and make the system compliant.

The village plans to ask the Illinois Environmental Protection Agency to add the new costs to the low-interest loan amount, if funds are still available, Brunke said.

Village receives unmodified opinion on FY22 audit

The Village of Flossmoor received an unmodified opinion on its fiscal year 2022 audit, conducted by Sikich. The full-scope audit reviewed five major funds used by the village.

Martha Trotter, of Sikich, noted it is the “highest level of opinion” they could provide, noting the village’s financial reporting was in accordance with generally accepted government auditing standards. The village board voted unanimously to accept the audit. Flossmoor’s annual comprehensive financial report can be viewed here.

Flossmoor received a Certificate of Achievement for Excellence in Financial Reporting in FY21, and Trotter said she would expect the village to receive another for FY22. Flossmoor Finance Director Scott Bordui noted an application for it has been made with the Government Finance Officers Association.

Other Business

  • The village board voted unanimously to approve a change order reducing the contract with Gallagher Asphalt Corporation for street rehabilitation work by $52,048.48 because of an overall reduction in work needed to this point. The project is roughly 85% complete, according to Brunke.
  • The village board voted unanimously to approve its consent agenda. Among the items approved with it was a resolution of support for a Class 8 tax incentive for 19810-12 Governors Highway. The board previously approved annexation of the property and for a hospice care facility there. The board also approved a “make whole” agreement on Oct. 17, obligating Goshen Real Estate Holdings to reimburse the village annually for any reduction to its portion of real estate taxes as a result of the incentive.
  • The consent agenda also included a proclamation declaring October as National Breast Cancer Awareness Month. The effort aims to increase public knowledge about the importance of the early detection and prompt treatment of breast cancer.
