Flossmoor board unanimously approves vehicle fee, ends sticker program

The Flossmoor Village Board unanimously approved an ordinance establishing a new vehicle use fee, replacing the village’s vehicle sticker program with a system officials say will reduce administrative burdens and provide more stable infrastructure funding.

Under the new system, a $5 monthly fee will be assessed to single-family properties and billed through residents’ water bills. Multi-family properties will be charged $5 per unit each month, while non-residential properties will be assessed based on the number of vehicles registered to or with a situs at the property.

The ordinance establishes a rebuttable presumption that each property has at least one vehicle associated with it. Property owners who do not own a vehicle may file a sworn affidavit with the village for exemption, subject to verification.

Village officials said the change comes as revenue from vehicle stickers has declined in recent years, while the cost and effort required to administer and enforce the program continued to grow.

Revenue generated through the new fee will be used to support infrastructure, including street maintenance, repairs and other roadway improvements.

The ordinance also allows for a 20% fee reduction for residents age 65 and older who apply and provide proper identification.

The ordinance takes effect following its passage, approval and publication, with implementation beginning May 1, formally ending the village’s vehicle sticker program.
