Homewood board approves amendment to redevelopment agreement with CIG for sewer repair 

CIG 2020 Homewood LLC has entered into a redevelopment agreement (RDA) with the Village of Homewood in October 2024 for the construction of the new Mongolian BBQ restaurant located at 2018-2020 Ridge Road. 

The board approved an amendment at the Sept. 9 meeting to the RDA with CIG to include the reimbursement for the emergency repair of the sanitary sewer service connection. 

The RDA covers the renovation and interior-build out for the existing building, Director of Economic and Community Development Angela Mesaros said.

The restaurant needed to upgrade and repair their sewer service, specifically the clay tile to the PVC pipe. However, during construction, it was discovered that the clay tile sanitary sewer service line was disconnected, she said. 

According to Mesaros, the service line serving the following were also affected: 

  • Homewood Skate Shop
  • Mary’s Health Hut
  • Goodman Insurance
  • Two upstairs 

It was later discovered that the sewer service line to the restaurant were also connected to those places, she said. 

The Skate Shop owner notified the village that there was sewer waste water in the basement of their shop. After Public Works staff discovered that it was connected, it was determined that since this occurred due to the construction of the restaurant, the responsibility of repairing it lies with CIG, Mesaros said. 

The restaurant developer did not want the clay tile line to be positioned under the new restaurant in fear that it could burst, causing sewage water to enter the subfloor of the restaurant, she said. 

The developer suggested the building owners have their own connection to the service line constructed. However, it would cost each property owner between $70,000 and $100,000, Mesaros said. 

Due to the fact that the restaurant is located in the tax increment financing (TIF) district, the cost for repair and improvements to the properties located at 2018 and 2022, as well as 2024 and 2026 Ridge Road are eligible to be reimbursed by the TIF, but not to exceed $75,000, she said. 

“To assuage the developer’s concern regarding the clay tile connection running under the new restaurant, staff suggested that the developer ‘slip line’ the entire pipe back to a point within the adjacent property,” Mesaros wrote. 

The slip line addition will be included as part of that $75,000 maximum.
