Pump station, stormwater improvements part of Flossmoor’s capital plans

Village officials reviewed Flossmoor’s proposed Fiscal Year 2027 Finance and Facilities Plan outlining infrastructure projects scheduled over the next three years. The proposal calls for continuing the village’s long-standing “save then spend” approach to capital planning.

The plan, presented at the village board’s April 6 meeting, identifies immediate, intermediate and future projects, with some dependent on outside funding. Village Manager Bridget Wachtel said in a memo to the board that “capital project planning remains an important component of our budget.”

Among the projects planned for FY27 is a $744,300 investment in a new water SCADA system to monitor and manage the village’s water distribution network.

Additional water system improvements include $670,000 in pump station upgrades at Sterling Avenue in FY28 and $208,700 for demolition of the Sterling Avenue water tower.

Looking ahead, the village has identified approximately $3.3 million in improvements to the Vollmer Road pump station and reservoir in FY29, which is expected to be funded through a low-interest loan.

The plan also outlines early steps toward replacing lead service lines across the village. Officials estimate about 400 lines will need replacement, with engineering work beginning in FY27 and construction expected to follow in later years depending on funding.

Stormwater improvements tied to the Flossmoor Road viaduct project are also included, with later phases supported by a combination of grants, bond funding and local funds. Some federal funding tied to the project remains under review.

Wachtel said projects may be reprioritized depending on grant awards. The board is expected to provide direction on the plan before it is incorporated into the FY27 budget, which is scheduled for approval at the board’s April 20 meeting.
