Toriano Horton is the next assistant superintendent of finance and operations/chief school business official starting July 1.
The District 233 school board unanimously approved his appointment at its Jan. 20 meeting.

Horton will be replacing Lawrence Cook, who is retiring June 30. Cook has been with the district for 24 years, starting as a Homewood-Flossmoor High math teacher, then math department chair. He moved into administrative roles as assistant and associate principal roles before being named chief school business official.
Horton comes to the district with 25 years of experience in public finance. The last 10 years, he has been assistant superintendent of finance and operations at Thornton Township High School District 205.
Before taking that position, Horton spent four years with Chicago Public Schools where his last position was manager of internal audit. He also has been a senior budget analyst with the Texas Comptroller of Public Accounts, and assistant vice president and branch manager with HSBC.
In his various positions, Horton has overseen more than 600 school audits, implemented remediation plans and led a multi-million-dollar request for proposal (RFP) process ensuring transparency and compliance at every level.
“His steady leadership and commitment to fiscal responsibility directly support our mission to provide equitable, high-quality educational opportunities for all students,” District 233 Superintendent Jennifer Norrell said.
Horton received a B.S. degree in accounting from the University of Illinois at Urbana-Champaign, and his M.S. in school business management from Northern Illinois University.
