
On Wednesday, Jan. 7, U.S. Rep. Robin Kelly announced she plans to introduce articles of impeachment against U.S. Department of Homeland Security Secretary Kristi Noem. In a call Thursday, Jan. 8, she said she expects to file three articles sometime next week.
In the call sponsored by Voto Latino, a political organization that promotes Latino voting, Kelly said she and her team have been working on the articles for some time.
“We just want to make sure every ‘I’ is dotted and every ‘T’ is crossed,” she said.
The first article obstruction of congressional oversight is related to DHS failing to send disaster relief to Democratic cities that had already been appropriated by Congress.
“They’re holding those back violation of public trust,” Kelly said.
A second article will accuse Noem of directing agents to take unconstitutional actions during immigration enforcement operations in violation of the due process rights of their targets.
A third article will assert that Noem is using her office for personal gain.
“Many of my colleagues have contacted me and they want to be a part of this,” Kelly said. “She is not above the law, and I want her to know she will be accountable.”
Kelly said the tactics used by federal agents during Operation Midway Blitz, which targeted immigrants and some U.S. citizens starting in September 2025, prompted her to take action.
“Everywhere they go, ICE causes death, destruction, and so much trauma,” she said, citing several specific incidents in Chicago, including the killing of Silverio Villegas González during a traffic stop, the raid on a South Shore apartment building and the shooting of Miramar Martinez.
The call also included remarks by U.S. Sens. Alex Padilla, D-CA, and Christopher Murphy, D-CONN. Antonio Arellano from the political organization Indivisible also spoke. The call was moderated by Maria Teresa Kumar, president and CEO of Voto Latino.
Kumar spoke about the killing of a woman in Minneapolis on Jan. 7. Renee Good was shot by a federal agent while apparently trying to drive away from an encounter.
“What makes this moment particularly painful is that it is not just about the loss of a life, but it was the response that followed, the callousness of leadership, the lack of investigation and transparency,” Kumar said.
Noem and other Trump administration officials have characterized Good as a “domestic terrorist” and said she used her vehicle as a weapon, causing agents to fear for their lives.
Kumar said her organization plans to support Kelly’s efforts to impeach Noem.
